Since joining Certa shortly after its inception in 2015, Justin has become a preeminent authority in guiding clients through building assessment and rehabilitation projects. As a Senior Building Science Specialist, he brings deep technical knowledge and exceptional communication skills to every engagement. Justin leads Certa’s Reserve Study and Capital Needs Assessment team and has provided superior guidance for both short- and long-term cost planning and budget forecasting for hundreds of community associations, market-rate properties, affordable multi-family housing projects, state-owned facilities, and private clients across the country. Justin has been practicing since 2010 serves as the Managing Partner for Certa’s Portland office.
